  • He was also seen as too lenient toward some ministers who were alleged to be corrupt.

  • He was known to pardon political opponents and dissidents, including those who had attempted to assassinate him.

  • But Western pundits viewed Hussein's actions as impulsive and emotional, claiming that he could have dampened Jordanian public support for Iraq through better leadership.
